Descendents of Darkness: Yami no Matsuei

Opening:
In the afterlife, there is an institution which judges the sins of the dead. That institution is called the Ministry of Hades. Within the judgement bureau of the ministry is the summons department, whose charge it is to retrieve any lost souls still wandering the mortal world. The 'people' that work in this department are known as Shinigami, or Guardians of Death. The current 18 shinigami that work in this area are the most elite in the Ministry of Hades, and also the ones with the lowest pay. However, the Shinigami, with the help of guardians and gods which they summon, refered to as Shikigami, have no choice, for they are the back bone of the Ministry of Hades.
Within the Land of the Dead known as Meifu, lies the Judicial Court of Juohcho. The Shokan Division of Enmacho is a backup for Juohcho's Administration. The 18 employees within the division are known as the Shinigami, or Guardians of Death. They rank the highest and are the elite...however, they're payed the lowest. Alas, being paid low is no reason to quit, for they are the backbone of Juohcho, and once picked as an elite or an employee in the Judicial Court of Meifu...you cannot turn from your fate.
Plot:
The world is in pure chaos. People who are supposed to die aren't, people who aren't are, and countless souls are stuck on earth. Many shinigami at first believed it was just the Earl playing a joke on the world. That was until they sent someone to visit him in the Hall of Candles. That shinigami came back saying the Earl was missing.
Taht was when the shinigami started to get serious. To bad for them that some higher ups decided that the shinigami couldn't handle this crisis. They made up a special group of shinigami who they believed could handle the current crisis. ((Aren't that much different from normal shinigami just a bit more powerful and quicker.)) The original shinigami were told to just watch and learn, but they wouldn't stand for that.
Chief Konoe proposed a race to see who could fix the crisis the fastest. The higher ups agreed with him as did Chief Hiroki. The race against time was to begin in four days.

Two days until the beginning of the race...Chief Konoe and Chief Hiroki disappeared. The race is still on, but some of the shinigami think it is more important to find the chiefs. Some of the original shinigami decide to fake being in the race and look for the chiefs and the Earl. Little do they know...some of the special shinigami are planning to do that as well.

15. The original characters from the anime/manga are regular shinigami even if they are special like Tsuzuki.
16. Only two shikigami unless they are from the show and have more. This really goes for Tsuzuki who has twelve.

How did you die?: Michi died from a sudden lung faliure which caused her to colapse in front of a semi and get run over./Chiharu died in a plane crash on her way home from America.
Bio/Personality: Michi and Chiharu are twins that died two years apart from each other. They lived with their aunt who treated them like her own daughters. They had a happy life with most of it being in the hospital. Michi had always been sickly. She spend most of her living life in a hospital room. Chiharu on the other hand was very athletic and out-going. They were pretty close even if they couldn't do a lot of things together.
Michi is a kind, thoughtful, clumbsy, stubborn, calculating, sharp minded, selfless, and energetic girl. She loves to give people nicknames and has a bit of a childish streak. She only ever acts mature when she is lecturing Tsuzuki.
Chiharu is a stubborn, brave, rash, bold, calculating, sharp tongued, hard headed, fun loving, adventorous, and easy going. She doesn't care about much including her chief. She only cares about her twin who is on the opposite side as her.

Name: Hisoka Kurosaki

Bio/Personality: He came from a tradition-oriented family, and he was trained in traditional Japanese martial arts. His parents were afraid of his spiritual powers, which they considered unfit for their heir as well as something that could unfurl the familiar secret; so as a child he was often locked in a cellar when caught using his empathy.
When he was 13 years old he went out under the sakura trees near his home and stumbled across Muraki in the process of murdering an unknown woman. In order to keep him from exposing the crime, Muraki raped Hisoka and cursed him to a slow death that gradually drained his life over three years. The curse is still visible in the form of red marks all over Hisoka's body, which reappear during encounters with Muraki, particularly in dreams. It is implied that they will disappear with Muraki's death. After Hisoka died, he became a shinigiami in order to discover the cause of his death since the doctor erased his memories of it.
Hisoka enjoys reading, and spends much of his time at the library by himself. His health even in the afterlife does not seem to be particularly well, as he has a tendency to faint. His lack of training and strength in comparison to Tsuzuki is also painfully apparent to him. However, he is a capable detective, and clever in subterfuge. It's also revealed that Hisoka has a fear of the dark.
Although extremely reserved to the point of coldness, Hisoka deeply cares for other people. When Tsuzuki regains his suicidal tendencies, Hisoka comforts him and ends up preventing him from committing suicide once again. Hisoka also has a strong urge to take care of Tsuzuki, even though Tsuzuki drives him crazy sometimes. He maintains comfortable relationships with the rest of his co-workers, with the noticeable exception of Saya and Yuma, who constantly try to play with him like a doll.
Besides his empathy, Hisoka has also been trained in basic ofuda and defensive magic by Chief Konoe. Later in the series, he goes to seek out a Shikigami for himself in order to increase his power. Hisoka's first Shikigami is a Spanish-speaking potted cactus named Riko, a defensive and water-type Shiki. Hisoka is also adept in traditional martial arts, particularly archery, and kendo. His favorite color is blue, his favorite hobby is reading and his motto is "save money".

Bio/Personality: Ryuji was the oldest of six. He was the second oldest. He had one older brother and four younger sisters. He loved them all dearly. One day while he was at school...he got pushed out of a third story window. He never did figure out who pushed him. He has been a shinigami since. He isn't on very good terms with anyone but his partner.
He is a cold, calculating, stubborn, hard headed, quiet, and introverted person. He doesn't speak his mind to often and can be seen daydreaming of being with his siblings again. He only trusts his partner.

Bio/Personality: Natalie and Natasha are twin sisters like Michi and Chiharu. They grew up with their uncle who couldn't afford a house. They lived in an apartment next door to the girls' best friend. They lived a happy, care free life until a fire started on the top floor. Natalie and Natasha happened to be fighting and didn't notice. They died in the fire because the firefighters couldn't get to them with all the rubble.
Natalie is a thoughtful, dedicated, loyal, extremely hard working, fun loving, and selfless person who does anything for her friends. She keeps everyonce close to her heart which makes her very easy to manipulate. Many of the special shinigami keep an eye out for her since she is the child of the group.
Natasha is a very cold and anti-social person who doesn't really care about those around her. She will only care if you make a good impression on her. Those that fit are her twin, Chief Konoe, Hisoka, Michi, Watari, and Tatsumi. She doesn't like Tsuzuki one bit and always throws or yells at him.
